• The BVV deliberates and discusses all issues that affect the borough. If the BVV wants to implement a particular concern, it passes a motion for the borough. The motion is then implemented by the administration.  
  • The BVV decides the budget plan, i.e. what the borough spends money on.   
  • After the election, the BVV elects the members of the borough council, which comprises the mayor and four councillors. They are voted by a simple majority and lead the council.   

A mayoral candidate is usually put forward by the strongest party. In most cases, the various factions agree on a single candidate, so that a majority of elected representatives is able to give their consent.  

Councillors are elected based on the division of power. This means that each faction can nominate one or more councillors depending on their size. In contrast to the Senate, many different parties are represented in the borough offices.   

  • The BVV controls the borough office, i.e. the mayor and the city councillors. This means that the BVV checks whether the members of the borough office do their job well for the borough and act according to the decisions of the BVV. 
  • The BVV influences the direction of the work carried out in the borough by means of proposals and suggestions.
