In every parliament, the elected representatives divide up their work, since not every representative can take care of everything at the same time. It is also why each BVV (Bezirksverordnetenversammlung) has factions and working groups.

Factions

A faction primarily consists of representatives (Bezirksverordnete) of the same party. Here they discuss current issues and possible solutions and agree on common political aims. This makes it easier to find a compromise among the different factions.

Working groups

Most of the work is done in working groups. These groups are responsible for certain topics, such as urban development, integration and health. The representatives themselves decide how many working groups are formed and what each working group’s tasks are.

Working group members are experts appointed by each faction. Each faction nominates one or more members for the different working groups. Here decisions are prepared and various solutions are discussed, which are then put to a vote in a plenary session before all representatives.

Honorary post

The elected representatives of the BVV perform their work on a voluntary basis. This means that they prepare for and attend the regular meetings alongside their professional work in their free time.

The representatives have to invest ample time to exercise their mandates. This is why all representatives receive an expense allowance of approximately €1,225 per month. In addition, there are attendance fees of €20–31 per session and a monthly flat-rate travel allowance of €41.
